Landfill Gas Management Technical Division Volunteer Program

Thank you for your interest in serving as a volunteer with SWANA’s Landfill Gas Management Technical Division. This page will provide you with information on the opportunities available, levels of engagement and definitions.

Volunteer Engagement Levels
Opportunities are organized into three engagement/commitment levels. Please be sure to review these levels before completing the Online Volunteer Sign-Up Form. Each position requires a two-year commitment. However, the Vice Director position directly advances into other positions (Director and Past Director), thus requiring an additional four-year commitment (two years in each advanced position). When each term begins is dependent upon the organizational cycle of the Division.


Engagement Level 1 – Division Leadership
The SWANA Technical Divisions are a vital means by which SWANA achieves its mission to provide the public with environmentally and economically sound solid waste management. Thus, the primary responsibility of the Technical Divisions is to educate and inform the SWANA membership, solid waste management professionals and the public.  A steadfast leadership structure within the Divisions is crucial to meeting this responsibility.

Division Director
The Division Director is advanced from the Vice Director position with concurrence by a majority of the Division Steering Committee. The Division Director is a member of the Division’s Executive Committee and Steering Committee. The Division Director, when his or her term expires, advances into the position of immediate Past Director for a term of two years.

Responsibilities

  • Planning, oversight and fulfillment of all Division programs
  • Assures technical quality of products and programs
  • Representation of SWANA interests at public and technical meetings
  • Presides over all meetings of Division
  • Attends all Technical Division Director meetings
  • Prepares an annual program plan
  • Prepares an annual report
  • Submits materials for the Division’s Tech News newsletter

Meetings
Requires attending, at least:

  • Three in-person meetings – the Annual Division Meeting and the Annual Division Directors Meeting, both held at WASTECON, and the Mid-Year Division Meeting at the Annual Landfill Gas Symposium.
  • Quarterly teleconferences (one each Quarter)

Vice Director
The Vice Director is elected by members of the Division. The Vice Director is a member of the Division’s Executive Committee and Steering Committee. The Vice Director, when his or her term expires, advances into the position of Division Director (with concurrence by a majority of the Division Steering Committee) for a term of two years.

Responsibilities

  • Assists Director in fulfilling his or her duties
  • Mentors Committee Chairs in completion of their duties

Meetings
Requires attending, at least:

  • Two in-person meetings – the Annual Division Meeting held at WASTECON and the Mid-Year Division Meeting at the Annual Landfill Gas Symposium
  • Quarterly teleconferences (one each Quarter)

Committee Chair
Committee Chairs are nominated by the Division Director and elected by the Division’s Steering Committee. The Committee Chair is a member of the Division’s Steering Committee. Chairs may serve for more than one consecutive term.  The Chair’s general responsibilities are:

  • Ensures that the Committee functions properly
  • Ensures that there is full participation during meetings
  • Ensures that all relevant matters are discussed
  • Ensures that effective decisions are made and carried out
  • Ensures that all of the Committee’s objectives in the annual program plan are met successfully
  • Keeps the Division Vice Director fully informed of circumstances that interfere with responsible participation in the Committee's work
  • Prepares reports
  • Attends Division meetings
  • Submits materials for the Division’s Tech News newsletter

The Landfill Gas Management Division currently has nine committees. Each committee has a Chair and the committee-specific responsibilities vary, as outlined below:

Program
This committee develops and oversees the Division’s technical programs at WASTECON and the annual Landfill Gas Symposium, and for other events/programs. The Program Committee works to select future locations, technical presentations, tour locations and other items associated with the Division’s annual conference. The Program Committee Chair will work closely with SWANA’s Manager of Division and Conference Programs Department.
Training
This committee provides LFG-related training and education to the solid waste community through courses and publications offered by SWANA. The Training Committee assures technical quality of products and programs, including the provision of technical oversight in the development and updating of the Division’s technical courses. The Training Committee Chair will work closely with SWANA’s Manager of Training and Certification Programs Department.
Awards 
This committee identifies, solicits and reviews Division-related award nominations for SWANA’s Excellence Awards, and the LFGM Division’s Distinguished Individual Achievement Award and Hall of Flame.  The Awards Committee Chair will work closely with the manager of SWANA’s Excellence Awards Program.
Advocacy
This committee represents the interest of the LFG industry by being a proactive advocate of environmentally and economically sound solid waste legislation and regulations.  The Advocacy Committee Chair will work closely with SWANA's Manager of Government Affairs. 
Rules and Regulations
Thi committee ensures that the concerns of landfill owners and operators, with regard to the collection and management of LFG, ar fully and fairly represented in the regulatory and environmental communities.  This will be accomplished through the tracking and analysis of regulations, interfacing with agencies seeking to regulate LFG, and actively providing input into the development of regulatory and environmental policy, as well as SWANA's technical policies.  The Rules and Regulations Committee Chair will work closely with SWANA's Manager of Government Affairs.
Extraction and Control Systems
This committee utilizes the combined experience and knowledge base of the industry in upgrading the standards of practice with regards to the design and installation of LFG management systems.
Field Practices
This committee tracks and communicates developments and industry practices in "field" related issues and technologies for LFG collection systems.  These efforts are currently manifested through periodic updates of the "Manual of Practice" for three areas: Health and Safetly, Materials adn Equipment, and Sampling and Analysis.
Generation and Modeling
This committee develops and improved understanding of LFG generation and modeling and disseminates this information to those in the industry involved in these issues.
Utilization Systems
This committee expands the utilization of LFG by identifying existing and emerging technologies and addressing barriers to growth.  This includes technical, regulatory, environmental, and financial challenges.

 Meetings

  • Two in-person meetings – the Annual Division Meeting held at WASTECON and the Mid-Year Division Meeting at the Annnual Landfill Gas Symposium
  • Quarterly teleconferences (one each Quarter)

 

Engagement Level 2 – Division Activities

Committee Members are integral to the success of and provide direction for the Division. Committee Members are charged with upholding the objectives of the Division and are committed to giving adequate time and energy to the duties of being a trustee. Work is primarily conducted by email and conference calls, with optional opportunities to meet in person.

Committee Member
Committee Members are nominated by the Division Director and elected by the Division’s Steering Committee. Committee Members’ general responsibilities are:

  • Works with the Committee Chair and other Committee Members to contribute to the achievement of the Committee’s objectives, as described in the annual program plan
  • Keeps the Committee Chair fully informed of circumstances that interfere with responsible participation in the Committee's work
  • Prepares reports
  • Attends Division meetings
  • Submits materials for the Division’s Tech News newsletter

Engagement Level 3 – Volunteer Pro Re Nata

Volunteer Pro Re Nata is participation on a project-by-project basis, as available, via email, conference calls and other electronic mediums.  Sign up for this level is open throughout the year.

If you are not appointed to a Level 1 or 2 volunteer group due to limited vacancies and the group's needs, you will be invited to be part of our Volunteer Pro Re Nata where you can engage on a project basis.
