Luis Marinheiro, Senior Environmental Engineering Consultant, Chair of the Working Group on Landfill of the International Solid Waste Association (ISWA), Portugal
Luis Marinheiro is an environmental engineer who has worked in both the public and private
sectors of the waste management for more than 20 years. He holds an environmental engineering degree from the University of Aveiro, Portugal, and a Master’s degree in biological engineering from the University of Minho, Portugal.
Mr. Marinheiro began his professional career as an environmental engineer. At the beginning, he benefited from working in a small company representing an international equipment for landfill leachate treatment and landfill gas treatment, which gave him the opportunity to be involved with the day to day landfill operational activities. This practical experience, together with his academic background and his wastewater industry knowledge, gave him the skills and knowledge to become technical director of one of Portugal’s leading company on waste
management. There, he was responsible for general coordination, design, execution and
operation of urban services (collection, transportation and transfer of solid waste) and of waste
treatment and landfill projects, as well as for providing technical input to applications for master
planning, environmental assessment and site permits.
In a Portuguese Polytechnic Institute, he has taught undergraduate courses in waste management, wastewater microbiology, wastewater treatment and environmental management.
Working as a consultant, advisor, coordinator and technical director, Mr. Marinheiro also was
manager and coordinator of projects and contracts to provide services in environmental areas such as waste management, drainage and wastewater treatment, sustainable construction, environmental impact assessment and environmental management.
Mr. Marinheiro now works as senior independent consultant on environmental
engineering projects in such diverse areas as Portugal, Brazil and Angola. He is the author of many articles and research studies.
In 2010, Mr. Marinheiro was elected President of the Environmental Engineering College of the Portuguese Association of Engineers and held this position until 2016. Since 2004, he has represented APESB, ISWA’s Portuguese National Member, on ISWA’s Landfill Working Group. In 2014, Mr. Marinheiro was elected Chair of the Working Group on Landfill of the International Solid Waste Association (ISWA). He also serves ISWA as a Vice-Chair and a member of the Board of the Scientific and Technical Committee, and as a member of the European Group.
