Since the 1990’s, single-stream recycling has been the trend as more and more communities, large and small, sought to improve recycling rates and reduce collection costs. The reduction in product quality is often recognized but offset by the improved recycling rate. But now, increasing demand for better quality output and the increasing costs to meet that demand may suggest it’s time to take a new look at the viability of single-stream operations. What will be the most effective operations in the future? Are there ways to adapt a fully-committed single-stream operation into another collection system? Are the costs of such a change justifiable, or unavoidable?


Joaquin Mariel, Vice President of Operations, Balcones Resources

Joaquin Mariel

Joaquin Mariel is the Vice President of Operations at Balcones Resources, where he oversees all aspects of the company’s three Divisions in Austin, Dallas and Little Rock. Previously, he served as the Executive Director of the historic Central Texas nonprofit, Ecology Action of Texas. His efforts there led to increased access to recycling opportunities for Austin’s residents and an expanded awareness of the importance of recycling and other landfill diversion activities across the state. Mr. Mariel is an alumnus of the University of Texas, where he received a Bachelor’s degree in English. He is also an avid rugby player, competing regularly with the local Huns Rugby Club.

Simon Ellin, CEO, The Recycling Association, Ltd.

Simon Ellin

Upon completing a degree and PhD in Environmental Science, Simon Ellin started in the recycling industry 30 years ago as one of the UK’s first local authority recycling officers. Thirty years later and after a variety of paper mill buying roles and depot and facilities management roles, Dr. Ellin Joined The Recycling Association (formally IWPPA) in 2008. Initially running The Recycling Association’s wholly-owned brokerage company, he was promoted to CEO in 2010 and has guided the association through what he describes as a recycling revolution in the UK. Dr. Ellin has spearheaded the association’s Quality First campaign in the UK, which has aimed to change the culture of recycling by creating supply chain responsibility and partnership. As an active member of the European Recycling Industries Council (EuRIC), which has helped shape the circular economy revolution in Europe, Dr. Ellin is hoping that his association’s efforts are reflected in what will hopefully be a groundbreaking new resources and waste policy due to be launched in autumn 2018.
