No single effort facing municipal solid waste management (MSWM) is more formidable than siting a MSWM facility. Regardless of the type of facility that may be proposed, public and political opposition will be strong, continuous and relentless. The "not in my back yard" (NIMBY) attitude is the standard of the day.


Much has been written about how successful siting can occur if only there is public involvement from the beginning. However, history refutes this point, in that many siting efforts fail no matter what public education and involvement efforts have taken place.
