Fueling the Future: Robert Smouse, 2025 SWANA Award Recipient

For more than three decades, Robert Smouse has dedicated his career to advancing the solid waste, recycling, and alternative fuels industries. In 2025, that commitment was recognized with SWANA’s Distinguished Individual Achievement Award in the Planning & Management Technical Division, honoring his leadership, innovation, and long-standing service to the profession. 

A Career Built on Experience and Impact 

Robert serves as Senior Alternative Fuels Manager at CEMEX US, where he plays a critical role in sourcing alternative fuels for seven cement plants across the country. Based in Flower Mound, Texas, and working out of the company’s Houston corporate office, Robert spends much of his time on the road—collaborating with partners, identifying opportunities, and helping drive sustainable fuel solutions at scale. 

His career spans more than 34 years in the waste management, recycling, and composting industry, including over seven years focused specifically on alternative fuels. Since graduating in 1992, Robert has developed deep expertise across sectors, combining operational insight with forward-thinking strategies that support both environmental and business goals. 

Guided by Data, Experience, and Collaboration 

Robert approaches decision-making with a balance of data analysis and practical experience. He emphasizes the importance of gathering as much information as possible—both historical and current—while setting clear timelines to move decisions forward effectively. 

When planning long-term sustainable systems, he focuses on identifying key goals, understanding critical boundaries, engaging stakeholders, and establishing realistic milestones. A strong believer in collaboration, Robert highlights the importance of engaging opposing perspectives early in the process, ensuring alignment and minimizing conflict—an approach that has proven successful in large-scale planning efforts. 

He also encourages professionals to remain open-minded and observant: listen more than you speak, understand others’ roles firsthand, and be transparent in all interactions. These principles, he believes, are essential to improving operations, efficiency, and community outcomes. 

Principles That Drive Success 

One of the best pieces of advice Robert has received continues to guide his work: “Do what is right, whether anyone is watching or not, and you’re never wrong.” This philosophy underscores his leadership style and commitment to integrity across all aspects of his career. 

Beyond the Job 

Outside of his professional achievements, Robert enjoys simple comforts after long weeks on the road—anything Mexican food or a scoop of Blue Bell coffee ice cream. And when it comes to music, nothing lifts his mood quite like “Kickstart My Heart” by Mötley Crüe.
