In 1989, the United States Environmental Protection Agency (EPA) proposed a hierarchy of integrated waste management practices that quickly became the basis for state recycling laws. The solid waste management hierarchy provides a ranking of the most preferable ways to manage solid waste baed on environmental merits. What role does waste-to-energy play in an solid waste management heirarchy? The EPA ranked WTE as “Tier 4”: lower than recycling and composting, but higher than landfill disposal.
In this report, the ARF WTE Group recommends an additional systems hierarchy, where recycling, composting, and WTE should be ranked at the top.
