This project memorandum presents an assessment of the “Pay As You Throw” (PAYT) fee systems in large cities that utilize automated collection for refuse and recyclables. The PAYT system charges residents for the amount of waste they set out for collection, thus encouraging them to reduce their waste disposal quantities by waste reduction, recycling, and composting.
