SWANA Elections

The SWANA Membership will have the opportunity to vote in the following elections starting August 1st:

Officer Election – all members in good-standing,

The elections will be on-line by written/electronic ballot and run for one month. Resumes of each candidate will be sent with the ballot.

2007 INTERNATIONAL OFFICER CANDIDATES

The SWANA Nominating Committee has recommended the following candidates for office for Fiscal Year 2007:

President – Thomas D. Parker – Principal, Solid Waste Practice Leader, Camp Dresser & McKee, Inc., Albuquerque, New Mexico. Tom has over nineteen years experience on a variety of solid waste planning, engineering, and construction projects. He has provided project management, planning, design, and technical review services for 100's of solid waste projects located in the United States and Asia. He currently provides consulting engineering services for all aspects of solid waste projects including preparation and execution of solid waste management plans; permitting and design of landfills, transfer stations, and recycling facilities. He is a registered professional Civil Engineer and has a Bachelor of Science in Civil and Environmental Engineering from Clarkson College of Technology.

Vice President – Laurie Batchelder Adams – LBA Associates, Inc. Denver, Colorado. Laurie has spent 20 years assisting local governments throughout the U.S. with solid waste system planning and implementation. Her primary focus is the integration of effective waste diversion programs into sustainable solid waste systems at the municipal and regional level. Her expertise includes feasibility assessments, program development, policy analysis, benchmarking system efficiencies, procurement and municipal advocacy. As the founder and president of a management consulting firm based in Colorado, she is also familiar with the dynamic needs of operating a small business in today's economic climate. Laurie has been an active leader in both the Colorado SWANA chapter and national association for 12 years. In addition to her role on the Executive Committee, she currently serves as the Colorado representative to the International Board andis a pastDirector of SWANA's Waste Reduction, Recycling & Composting Technical Division. She holds graduate degrees in both civil engineering (University of Vermont) and environmental policy and management (University of Denver).

Treasurer – Carl R. Newby – General Services Director, Arlington County, Virginia. Carl has been a local government solid waste manager for 22 years, managing collection systems and disposal facilities. He has been responsible for managing MSW in waste reduction programs, residential and drop-off collection programs, recycled materials processing and marketing, transfer and disposal of MSW, and landfill operations. In addition, Carl has overseen the contract provision of residential collection, recycling, and waste-to-energy services. He has been active in SWANA since 1984, and has 12 years of chapter officer and board member service. Carl has been the Virginia Chapter's representative to the International Board for 6 years. He has been a SWANA-certified Manager of Landfill Operations since 1988 and a SWANA-certified Municipal Solid Waste Systems Manager since 1995. He holds a BS in Business Management from Virginia Commonwealth University and a MBA from James Madison University.

Secretary – John S. Hadfield, P.E., Executive Director, Southeastern Public Service Authority, Chesapeake, Virginia. John has been an executive with SPSA for the past 26 years--first as Deputy Executive Director and presently as CEO/Executive Director. John is responsible for managing SPSA's solid waste management system which includes waste-to-energy, landfilling, landfill gas-to-energy, yard waste composting, curbside recycling and other recycling programs, household hazardous waste collection, and environmental education programs. Through their integrated waste management system, SPSA puts 50% of the waste it manages to beneficial use. Under John's direction, SPSA has achieved "E3" certification with the VA Department of Environmental Quality, and SPSA also achieved ISO 14001 certification, making the agency among one of the first public sector organizations in the country to achieve this organizational designation. John has a distinguished record in the solid waste management industry including receiving SWANA's Certificate of Professional Achievement and SWANA's Distinguished Achievement Award. John has been active in SWANA for more than 10 years and is one of the founding members of SWANA's Research Foundation. He has served as Technical Division Director for SWANA's Planning and Management Division. John holds a BS degree in Engineering and a MBA degree, both from Old Dominion University in Norfolk, Virginia; he also is holds the Professional Engineer certification.
