We argue that the labor shortage hitting solid waste operators lands hardest at the scalehouse, since it's the pinch point every truck must pass through, and that automation offers two genuine wins there: unattended kiosks that handle routine hauler traffic without adding staff, and automated data capture that reduces errors in billing and reporting. It frames automation as being "in service of people" rather than a replacement for them, freeing scarce human staff for judgment-heavy work while machines handle high-volume, routine transactions. The recommended approach is to start small with one well-understood, low-risk process, keep a clear path for exceptions to reach a person, and invest in solid foundational setup before scaling up.

With 25 years of experience addressing hazardous and non-hazardous waste issues at the local, state, national, and international levels, Dr. Cochran brings a broad perspective on advancing sustainable materials management and resource conservation.

Enhancing Landfill Gas Control with an Innovative Integrated Cover and Shallow Gas Collection Technology

Increased regulations regarding landfill gas emissions have caused additional scrutiny and expense for solid waste landfill operators. This presentation will focus on new technologies to address these areas of concern. As an intermediate cover system, CapSure utilizes a multi-layered geosynthetic barrier that minimizes water infiltration, enhances gas containment while providing a slip resistant surface, resulting in significant reductions in leachate and fugitive emissions. For landfills with onsite gas to energy or RNG facilities, CapSure can be paired with EasyFlo, which incorporates a unique surficial gas collection system. In field trials, CapSUre + EasyFlo demonstrates up to a 61% increase in landfill gas collection.

    Dr. Kimberly Cochran is the Manager of the Waste Measurement and Circular Economy Branch in the U.S. Environmental Protection Agency’s Office of Resource Conservation and Recovery. Her team just finished developing the Battery Collection Best Practices Report to Congress and associated Best Practices Toolkit. She will talk about battery collection, as well as RCRA’s 50th anniversary.

    Dr. Cochran has worked in the solid waste industry for 25 years, working on international, national, state, and local issues associated with both hazardous and non-hazardous wastes. She has a Ph.D. in environmental engineering from the University of Florida.
