Tom Koutroulis is a seasoned executive with over 30 years of experience in the waste and recycling industries. As the Director of OC Waste & Recycling (OCWR), he oversees landfill management, resource recovery initiatives, and compliance with environmental regulations for Orange County, California. Under his leadership, OCWR has transformed into a forward-thinking agency focused on sustainability, resource recovery, and community collaboration. Tom has a proven track record of leading large teams, executing complex projects, and driving innovation in both the private and public sector for the waste and recycling industry. 

From starting his career in operations on a truck picking up waste to leading one of the largest public waste management systems in the country, Tom Koutroulis has proven that small changes can lead to significant transformations. His career story is one of vision, collaboration, and an unwavering commitment to creating a sustainable future.

Director of Operations | SCS Engineers

As an FAA-licensed drone pilot, Melissa also leads the development of SCS's drone and GIS services, identifying the latest applications to help clients optimize remote data collection, GIS integration, and data management. She has managed and performed numerous aerial inspections nationwide and internationally for purposes such as methane leak detection, thermal surveillance, topographic mapping, stockpile calculations, LiDAR mapping, and aerial 2D and 3D imagery. 

Combining operational leadership with hands-on technical expertise, Melissa brings a unique perspective to RMC's growth, integrating SCADA, field data collection, GIS analysis, and team operations to deliver more precise and actionable insights for clients.

With a background in science and business, Fisk is a passionate advocate for practical paths forward on sustainability issues that include reducing plastic waste, green energy, carbon reduction, green chemistry and ingredient transparency He has been a strong advocate for greater plastic regulation, including Extended Producer Responsibility (EPR), to improve recycling infrastructure, which he advocated for during a U.S. Senate hearing on EPR policies for consumer packaging in March 2024. Fisk is also a strong advocate for an ambitious global treaty to end plastic pollution, that’s being negotiated now among more than 170 countries. 

Beyond sustainability, SC Johnson has spent over 60 years advancing insect science to fight mosquito borne diseases such as malaria, Zika and dengue. Over the past decade, the company has developed and tested spatial repellents as a new public health intervention in vulnerable communities. With studies confirming the effectiveness of its Mosquito Shield™ and Guardian™ repellents in these settings, SC Johnson is now supporting the finalresearch for a WHO policy recommendation – making it one of the first new malaria prevention tools in 25 years. 

Fisk holds a Bachelor of Arts in Chemistry and Physics, a Master of Engineering, a Master of Science in Physics, a Master of Business Administration, and a doctorate in Physics, all from Cornell University. He served on the Cornell University Board of Trustees from 1993 to 2001 and is now a Trustee Emeritus and Presidential Counselor. He has also served on the University of Chicago's Physical Sciences Division Council since 1996. 

In addition to more than 35 years of global business experience, Fisk has over 30 years of experience as managing director of a private technology-oriented venture capital business.  

Fisk has served in various Board of Directors, including The Consumer Goods Forum, Conservation International and the World Business Council for Sustainable Development. Fisk has been privileged to serve on two federal advisory committees — as a member of the U.S. President's Council of Advisors on Science and Technology from 2019 to 2021 and as a member of the Office of the U.S. Trade Representative's Advisory Committee for Trade Policy and Negotiations from 2002 to 2010 and again from 2011 to 2015.  

Fisk and SC Johnson have received numerous awards for environmental and social leadership, including the Presidential Green Chemistry Award, the Environmental Protection Agency's Lifetime Atmospheric Achievement Award, multiple EPA Green Power Leadership Awards, Committee Encouraging Corporate Philanthropy's Force for Good Award, the World Environment Center's Gold Medal Award for International Corporate Achievement in Sustainable Development, the International Leadership Award from the U.S. Council for International Business, the 2023 Leadership for a Better World Award from the United Nations Foundation in recognition of his work to create a more sustainable world, and two honorary doctorates, among many others.  

Fisk is a devoted father who enjoys spending a great deal of time with his daughter. He's an accomplished pilot with more than 2,000 hours of glider, seaplane, instrument, multi-engine, and C550-type ratings. He is also an avid scuba diver and enjoys many outdoor sports.

Jeffrey Fielkow is an accomplished sustainability leader and four-time CEO with over 30 years’ experience spearheading innovation in packaging, recycling, and corporate leadership. As CEO of Circular Action Alliance, a leading Producer Responsibility Organization founded by 24 global brands to implement Extended Producer Responsibility laws, he’s building and scaling a world-class team to advance recycling, composting, reuse, and sustainable packaging design. His leadership drives producer-led solutions that empower communities and address municipal waste challenges.  

Fielkow also serves as an Independent Board Director for GreenBlue, a nonprofit dedicated to accelerating a regenerative, just, and sustainable materials economy through projects like the Sustainable Packaging Coalition and How2Recycle, and for TriMas Corporation (NASDAQ: TRS), a global manufacturer of proprietary, highly-engineered aerospace and packaging products, where he chairs the Compensation Committee to guide executive incentives and serves as a member of the Governance and Nominating Committee where he enhances strategic oversight. 

With a proven track record, Fielkow held leadership roles at Tetra Pak, Waste Management, ReCommunity, and ID Images, overseeing P&L responsibility exceeding $1 billion and leading over 10 accretive acquisitions that drove market expansion and shareholder value. He co-founded voluntary Producer Responsibility Organizations in North America and Asia, designing recycling programs that increased access and recycling rates for millions of households while promoting waste reduction practices. His expertise has shaped global recycling policies through government advisory roles.

Mo McReynolds serves as the Director in the Office of Sustainability for the City of Indianapolis. The office manages Thrive Indianapolis, the City’s sustainability and resilience action plan, drawing constituents and community partners from across the city to make Indianapolis a greener place to live, work, and play. Mo has been with the City for 8 years and previously served as a Mayor’s Neighborhood Advocate.
