In today’s increasingly volatile insurance market, securing affordable and comprehensive coverage has become more difficult, even for organizations with strong risk profiles. Organizations must take proactive and innovative steps to secure necessary insurance coverage and protect their assets.

This session will explore how Lancaster County Solid Waste Management Authority (LCSWMA), based in Pennsylvania, successfully created a captive insurance company to ensure long-term access to quality insurance solutions while simultaneously instituting a best-in-class culture around loss control, risk management, and property improvement. By forming a captive, Lancaster County guaranteed ongoing access to critical lines of insurance and elevated its internal risk management practices to industry-leading standards.

This dual strategy emphasizes strong loss control, enhances operational safety, and supports the continuation of a stellar loss history — an increasingly vital asset as the industry contends with rising claim severity. Attendees will gain practical strategies for designing their own captive programs and embedding operational excellence in loss prevention efforts.
