New Officers Start Terms

Beginning July 1, SWANA’s officers moved into new positions and added a new member to SWANA’s leadership corps. Typically an annual occurrence, this transition was delayed in FY 2022 in order to maintain organizational stability during the pandemic.

Join us in recognizing SWANA’s officers for fiscal year 2023.

President Tim Flanagan has been a member of SWANA and the SWANA Gold Rush Chapter since 2005; he is a SWANA-certified Manager of Landfill Operations; and served as Director of SWANA’s Sustainable Materials Management Technical Division, which he also represented on the International Board. In 2016, he was elected to SWANA’s Executive Board and the SMM Technical Division recognized him with its Distinguished Individual Achievement Award. Prior to joining SCS in February 2022, Mr. Flanagan served as General Manager of Monterey Regional Waste Management District (MRWMD) from 2015 through 2021, after 10 years as Assistant General Manager. 

 

Vice President Art Mercer, Supervisor of Landfill Operations, Region of Halton, Oakville, Ontario

Vice President Art Mercer has been a member of SWANA and the Ontario Chapter since 2001, serving as the Chapter’s Vice President, Scholarship Committee Chair and International Board Representative for several years. He joined SWANA’s Executive Committee in 2017 and was elected Secretary in 2019. He was part of the team that worked in 2017-2018 to develop changes to SWANA’s the governance structure. He currently chairs SWANA’s Diversity, Equity & Inclusion (DEI) steering committee and serves as a mentor for SWANA’s Young Professionals through the MentorMatch program. Mr. Mercer is currently Supervisor of Landfill Operations for the Regional Municipality of Halton where he is responsible for regulatory compliance and the safe and efficient operation of the Landfill Site, which serves a population of about 600,000.

Treasurer Tammy Hayes has been a SWANA member since 1991 when the organization was still GRCDA. As a SWANA member, she served two terms as president of the Florida Chapter and currently chairs its conference committee. She was the Florida chapter local committee chair hosting three WASTECONs: 2008 in Tampa, and 2015 and 2021 in Orlando. She served on SWANA’s International Board as WASTECON Chair and also represented the Florida Chapter. Ms. Hayes is a public information specialist in the area of solid waste management with more than 30 years of experience. She joined CDM Smith in 1983 and in 1988 became one of the original members of the firm’s solid waste practice. 

 

Secretary Elizabeth Roe, President, Eco Partners, Inc., Glendale, Arizona

Secretary Elizabeth Roe has been a SWANA member and contributor for more than 20 years. With a recent move from Carmel, Indiana, to Glendale, Arizona, she is a member of both Arizona and Indiana chapters. For the past year, she chaired SWANA’s Advisory Board and led one of the working groups responsible for providing input for SWANA’s newly-adopted FY2023-2027 Strategic Plan. Her involvement in and understanding of the association also draw on engagement as an event exhibitor; chapter sponsor; participant in the host committee for the Indianapolis WASTECON; leader in three technical divisions; speaker and moderator at a variety of national, regional, and local events; advisor on development of the Zero Waste Principles & Practices course; and mentor in the Mentor Match Program. Ms. Roe owns and manages Eco Partners, an environmental education firm that supports SWANA members throughout Indiana, California, and other US states with customized newsletters and other specialized local communications. 

Past President Brenda Haney, P.E., Solid Waste Director, City of Lubbock, Texas

Past President Brenda Haney has been an active member of SWANA continuously since 2000 and intermittently since 1994. She has served as a director and in all officer positions for the Texas Lonestar Chapter of SWANA. She has hosted the state Road-E-O and Annual Conference, served as the WASTECON Local Committee Co-Chair, and has been a member of the Chapter Legislative Committee. Prior to become an officer, Brenda was the Lonestar Chapter Representative to SWANA’s International Board. the City of Lubbock, Texas, she directs the activities of the solid waste services department, including refuse collections, recycling programs, landfill operations for both a Municipal Solid Waste Landfill and a Construction & Demolition Debris facility, and Lubbock’s KAB Affiliate – Keep Lubbock Beautiful. Prior to working for the City of Lubbock, Haney spent nearly 20 years with the City of Irving, Texas.

With this transition, officers return to serving one-year terms in each role and progressing through each seat over a course of five years.
