US Highway Safety Improvement Program – Proposed Rule by the Federal Highway Administration

The Federal Highway Administration (FHWA) US Department of Transportation (DOT) has issued a notice of proposed rulemaking to update the Highway Safety Improvement Program (HSIP) regulations.

Among other changes, the proposed updates would incorporate the Safe System Approach, which is an internationally recognized paradigm that seeks a comprehensive and holistic approach to road safety, anticipating human error, and recognizing human vulnerability.

Traffic accidents remain a top cause of injuries and fatalities among waste and recycling collection workers.

In addition, states will be required to “conduct a systemwide safety risk assessment” and “establish a process to evaluate the effectiveness of data improvement activities.”  The State's Strategic Highway Safety Plan will need to “include a vulnerable road user safety assessment.”

Comments on the proposed updates to the regulations must be submitted by April 22, 2024. More information can be found on the Federal Register :: Highway Safety Improvement Program.
